With Smart Nation goals and IM8 requirements in view, the agency required a modern, secure, cloud-ready solution. Temus delivered a fully compliant AWS GCC platform that transformed performance, resilience, and data reliability.

The agency faced significant challenges with its legacy training partner categorisation system. The aging infrastructure presented performance bottlenecks and operational inefficiencies that hindered its ability to manage training partner compliance and impositions effectively. The manual processes for updating training partner statuses were time-consuming and prone to delays, impacting downstream government systems that relied on this data.
As part of Singapore’s Smart Nation initiative, the agency needed to migrate to the Government Commercial Cloud (GCC) to modernize its infrastructure. However, the migration had to meet stringent Singapore Government IM8 security compliance requirements while maintaining seamless integration with existing government systems including the Master Data Management system, Central Account Management platform, and multiple downstream consumer systems.
The risks of not addressing these challenges were substantial: potential disruption to training partner operations across Singapore, delayed enforcement of compliance measures, and inability to scale operations to support its growing ecosystem.
Temus designed and implemented a solution, with a cloud-native replacement hosted entirely on AWS GCC 2.0. The solution employed a modern three-tier architecture with web, application, and database tiers compartmentalized within the GCC Intranet Zone for enhanced security.
Temus architected the solution for high availability using multi-AZ deployment across AWS availability zones. The infrastructure leveraged Amazon RDS for managed database services with automated backup and restoration capabilities, Amazon S3 for secure document storage with encryption at rest, and Amazon CloudWatch for comprehensive application and infrastructure monitoring. AWS CloudTrail provided audit logging for all infrastructure activities, while AWS Key Management Service (KMS) managed encryption keys. Amazon Certificate Manager (ACM) handled SSL certificate management for encrypted data in transit.
The solution achieved full IM8 compliance through multiple security layers. All database instances and backend services were deployed in private subnets with no public internet access. VPC Endpoints created secure, private connections between AWS services and application components. Security Groups and Network ACLs enforced strict access controls. Data encryption at rest was implemented across all AWS storage services using AWS Storage Service Encryption, while all web traffic utilized HTTPS on port 443 with ACM-managed certificates.
Temus integrated the solution with Singapore Government Tech Stack (SGTS) standards, implementing TechPass for Identity and Access Management with two-factor authentication. The Security Suite for Engineering Endpoint Devices (SEED) ensured zero-trust access to AWS resources. The solution connected seamlessly with the agency’s master data management system to retrieve training partner profiles and integrated APIs to share compliance data with seven downstream government systems.
A complete CI/CD pipeline automated all source code deployments, incorporating unit testing with JUnit, code quality checks via SonarQube, and end-to-end testing using Cypress. The automated approach eliminated manual deployment errors and accelerated release cycles.
Temus executed a seamless migration from the legacy data services system with zero data loss. The migration strategy included comprehensive data reconciliation to ensure accuracy and minimal disruption to ongoing operations. The phased implementation approach maintained data synchronization between legacy and new systems during the transition.
The solution delivered exceptional operational excellence and reliability for the agency. Most notably, the solution achieved 100% system availability for 12 consecutive months between 2024-2025, consistently exceeding the contractual 99.5% SLA target. This represents a significant improvement in system reliability compared to the legacy infrastructure.
The platform demonstrated remarkable stability with zero unplanned outages since go-live and zero Priority 1 or Priority 2 incidents throughout the first year of production operations. The minimal incident volume reflects the quality of the AWS architecture and Temus’s proactive maintenance approach.
System performance consistently met all targets, with transaction response times maintained under 20 seconds and the platform reliably supporting 20 concurrent users during normal operations, scaling seamlessly to 40 users during peak periods. The automated CI/CD pipeline enabled rapid deployment of updates with planned maintenance windows executed efficiently with minimal user disruption.
The solution established robust disaster recovery capabilities with a Recovery Point Objective of 24 hours and Recovery Time Objective of 48 hours, significantly strengthening the agency’s business continuity posture. Comprehensive monitoring through AWS CloudWatch and CloudTrail provided operations teams with real-time visibility into system health, enabling proactive issue resolution.
The successful cloud migration positions the statutory board for future innovation and scalability while maintaining full compliance with Singapore Government IM8 security requirements, supporting the agency’s critical role in the national workforce development ecosystem.
